No, this is a different random issue, nobody would tolerate it, that means intrusion on the sovereignty of any country. Portugal is having a hard time but it is up to the governments to make sure policies to reduce debt are implemented, not for any such model to come. While I agree with you that squandering public money is the easiest thing to do, I will tell you that any such mechanism is perverse and will ultimately end up in corruption too.
